The Philippine Health Insurance Corporation, through the CY 2025 Corporate Operating Budget intends to apply the sum of Forty-Nine Million Three Hundred Eighty-Nine Thousand Two Hundred Pesos (₱49,389,200.00) being the Approved Budget for the Contract (ABC) to payments under the contract on the Negotiated Procurement under Two Failed Biddings for the Procurement of a Service Provider for Hiring the Services of a Consultancy Firm to Provide Supportive Supervision for Strategic Human Resource Management in the Philippine Health Insurance Corporation (PhilHealth) with Request for Proposal (RFP) No. PSSSHRM 2026-01-CS. Pursuant to Section 35.1 of the Implementing Rules and Regulations of Republic Act No. 12009, we invite legally, technically and financially capable firms to negotiate with the PhilHealth on the subject requirement. The following schedule of activities shall be observed: ACTIVITIES SCHEDULE Issuance of Bidding Documents March 23, 2026 – April 15, 2026 (8:00 AM-2:00 PM) April 16, 2026 (8:00AM-9:00 AM) Pre-Negotiation Meeting March 26, 2026, 9:30 a.m. Deadline of Submission of Best and Final Offer (in Sealed Envelope) April 16, 2026 on or before 9:30 a.m. Opening of Best and Final Offer April 16, 2026, 9:30 am Negotiation shall be open to all interested bidders. The conduct of the negotiation shall be through face to face. All prospective bidders are advised to contact the Secretariat for the Bids and Awards Committees (SBAC) through email at ronac@philhealth.gov.ph and lorenzanaj@philhealth.gov.ph in advance or before the scheduled procurement activity. The BAC-CS & INFRA shall evaluate technical and financial proposals of the consultants using the Quality-Cost Based Evaluation (QCBE) procedure using the corresponding weights of 70% for the Technical Proposal and 30% for the Financial Proposal. The criteria for the evaluation of technical proposal shall be: Evaluation Criteria Weight Experience of the Firm
1. Good track record of at least ten (10) years experience in providing consultancy services in the areas of Organizational Development (OD), or Human Resources Management and Development (HRMD); and
2. Must have completed a project or projects covering all the following components (While a single project may only address a subset of components A-F, the total output/deliverables of all projects combined shall fulfill all requirements from A-F) a. Competency framework development; b. Development of objective competency assessment tools; c. Conduct of competency assessment to executives and rank and file; d. Development of a competency-based job description; e. Design and development of strategic performance management system; and f. Training Course design, development, conduct and evaluation. One of the projects must be in a government agency or a GOCC, conducted and completed within the last ten (10) years. 60% Qualifications/Profile of the Project Team

Joint Venture Agreement or Subcontracting is not allowed. 10% Total 100% The technical proposal together with the financial proposal shall be considered in the ranking of consultants. The technical proposals shall be evaluated first using the above criteria. The minimum technical passing score is seventy percent (70%). A complete set of Bidding Documents may be acquired by interested Bidders on March 24, 2026 – April 15, 2026 (8:00 AM-2:00 PM) and on April 16, 2026 (8:00 AM-9:00 AM) from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty-Five Thousand Pesos (₱25,000.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. Bid documents fee shall be paid on or before submission of bids. The PhilHealth does not assume any responsibility to compensate or indemnify any bidder for expenses incurred in the preparation of bid. The PhilHealth reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 70 of the IRR of RA No. 12009, without incurring liability to the affected bidder or bidders.
