No. 12314) intends to apply the sum of Ten Million Pesos (PHP 10,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for 26CSJC01: Consulting Services for Data Gathering for the Conduct of Flood Risk Management Master Plan of Dipolog River Basin, Zamboanga del Norte (Dipolog River: Sta. 5+700 – Sta. 18+700; Tributary: Sta. 0+000 – Sta. 2+200). Short-listing documents of interested consultants must be duly received by the Bids and Awards Commitee (BAC) Secretariat on or before August 17, 2026 at office of the Procurement Unit, DPWH – ZDN 2nd DEO, Brgy. Sta. Isabel, Dipolog City, Zamboanga Del Norte. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion. 3) Interested bidders may obtain further information from Department of Public Works and Highways – Zamboanga del Norte 2nd District Engineering Office and inspect the Bidding Documents at the address given below from 8:00 A.M. to 5:00 P.M. 4) A complete set of Bidding Documents may be acquired by interested Bidders on August 01, 2026 from the given address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos (PHP 10,000.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 5) The BAC shall draw up the short-list of consultants from those who have submitted Expression of Interest, including the short-listing documents, and have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 12009, otherwise known as the “New Government Procurement Act”, and its Implementing Rules and Regulations (IRR). The short-list shall consist of three (3) who will be entitled to submit bids manually. The criteria and rating system for short listing are: Shortlisting Criteria Maximum Points I Experience of the Firm 60 II Availability of Required Personnel of the Firm 10 III Current Workload Relative To Capacity 30 Total 100 Passing Score to Qualify in the Shortlist 60 (If no firm meet this passing score, the top three (3) firms will still be considered eligible, provided they have scores not lower than 50 points.) The detailed criteria and rating system for shortlisting of eligible bidders is provided in Annex B. The Checklist of Eligibility Requirements is provided in Annex C. 6) Bidding will be conducted through competitive selection using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 7) The Procuring Entity shall evaluate bids to determine the Highest Rated Bid using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS) procedure. The Technical and Financial Proposals shall have weights of Eighty Percent (80%) and Twenty Percent (20%) respectively. The minimum passing score for the evaluation of the Technical Proposal is Eighty (80) Points. Only the Financial Proposal of the consultants who meet the minimum technical score shall be opened. The detailed criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders and in Annex D. 8) Short-Listing Documents must be received by the Procuring Entity’s BAC at the address indicated in the Request for Expression of Interest or through online submission on or before the date and time indicated in the SDS. 9) The contract shall be completed within Ninety (90) Calendar Days. 10) All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16. 11) The certification as to the current workload relative to capacity shall be made in accordance with the Instructions to Bidders in relation to TPF 5 therein. 12) The Department of Public Works and Highways – Zamboanga del Norte 2nd District Engineering Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA No. 12009 and its IRR, without thereby incurring any liability to the affected bidder or bidders. 13) For further information, please refer to: RONRIEL P.
