INVITATION TO BID Supply and Delivery of Brand New Excavator for Barangay Panitian, Quezon, Palawan Background and Objective
1. The Local Government Unit (LGU) / Barangay Council of Panitian, Quezon, Palawan invites eligible suppliers and PhilGEPS-registered platinum members to bid for the Supply and Delivery of Brand-New Excavator, from saving from General Fund Appropriations of Barangay Panitian intends to apply the sum of Four Million Pesos Only (4,000,000.00), being ABC to payments under the contract for the Supply and Delivery of Brand-New Excavator for Barangay Panitian, Quezon, Palawan. Bids received in excess of the ABC for each lot shall be automatically rejected at bid opening. The procurement aims to enhance the barangay's local engineering capacity, support agricultural infrastructure, and ensure rapid disaster response, road maintenance, and rehabilitation within the Barangay.
2. Technical Specifications Bidders must comply with the following minimum equipment specifications: • Equipment Type: Excavator (Brand New) • Operating Weight: Minimum of 6,000 kg (6 Tons) • Engine Power: Minimum 48 kW / 65 HP, Turbocharged Diesel Engine • Bucket Capacity: 0.30 m³ to 0.35 m³ • Cabin Configuration: Enclosed steel cabin equipped with factory Air Conditioning (AC) • Auxiliary Hydraulics: Pre-piped breaker line / auxiliary hydraulic line for attachments • Track Type: Steel tracks with standard grouser shoes • Additional Features: Equipped with heavy-duty dozer blade, working LED lights, and complete instrumentation gauges
3. Delivery and Logistical Terms • Delivery Period: Within fifteen (15) to thirty (30) calendar days from receipt of the Notice to Proceed (NTP). • Delivery Term: FOB Destination. The winning bidder shall bear all costs associated with shipping, handling, roll-on/roll-off (RoRo) port fees, taxes, insurance, and land hauling directly to the designated delivery site at Barangay Panitian, Quezon, Palawan. • Risk of Loss: All risks prior to formal acceptance remain solely with the supplier.
4. Inspection, Testing, and Training • Pre-Delivery Inspection: The supplier must allow LGU representatives to inspect the unit prior to shipment if necessary. • On-Site Testing and Commissioning: Upon delivery, a mandatory operational testing period of one (1) to three (3) days must be executed on-site in Barangay Panitian to verify all technical features are functional. • Operator Orientation: The supplier must provide comprehensive on-site technical training and safety orientation for at least two (2) LGU-designated equipment operators and maintenance personnel at no additional cost.
5. Warranty and After-Sales Service • Warranty Period: Minimum of one (1) year or 2,000 operating hours, whichever comes first, covering parts and labor against factory defects. • Mobilization Support: Bidders must submit a written commitment or service level agreement detailing their capacity to deploy mobile mechanics or field service engineers to Quezon, Palawan within seventy-two (72) hours of a reported mechanical fault. • Technical Support: Availability of genuine replacement parts and technical manuals for a minimum of five (5) years post-warranty.
6. Eligibility and Bidding Requirements • Prospective bidders must be an active PhilGEPS Platinum Member. • Bidders must submit valid business permits, tax clearance, and an Omnibus Sworn Statement. • Must submit a Certificate of Brand-New Condition from the manufacturer or authorized local distributor. • Must comply with RA 9184 and its Revised Implementing Rules and Regulations (IRR). • Prospective Bidders may obtain further information from BLGU of Barangay Panitian, Quezon, Palawan, and inspect the Bidding Documents at the address given below from 7:00 am to 6:00 pm, Monday to Thursday (except on Official holidays). • Interested Bidders may acquire a complete set of Bidding Documents on September 10, 2026, 7:00 am to 6:00 pm, Monday to Thursday, until September 15, 2026 at 8:00 am from the given address below and upon payment of the applicable fee for the bidding Documents, under the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (PHP 5,000.00) Only. The procuring Entity shall allow the bidder to present its proof of payment for the fees in person. • The BAC Secretariat must duly receive bids through manual submission at the address indicated below, on or before September 16, 2026, 2:00 pm. Late bids shall not be accepted. • Bid opening shall be on September 17, 2026, 9:00 am at the Barangay Hall of Barangay Panitian, Quezon, Palawan.
