The DPWH, Bulacan 1st District Engineering Office , through the Government of the Philippines – GAA 2026 (R.A. 12314) intends to apply the Approved Budget for the Contract (ABC) to payments under the contract/s stated under Item No. 2. Bids received in excess of the ABC shall be automatically rejected at bid opening. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB). Bidding will be conducted through competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)” . The contract shall be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during post-qualification. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capita l stock belonging to citizens of the Philippines.
