Republic of the Philippines DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS NUEVA ECIJA 2 ND DISTRICT ENGINEERING OFFICE Barangay San Isidro, Cabanatuan City, Nueva Ecija Invitation to Bid for 26CF0062 Asset Preservation Program – Rehabilitation / Reconstruction / Upgrading of Damaged Paved Roads – Secondary Roads – Nueva Ecija – Aurora Road - Nueva Ecija – Aurora Rd - K0140 + 060 – K0141 + 000, K0141 + 000 – K0141 + 614, K0141 + 823.50 – K0142 + 000, K0142 + 000 – K0142 + 400. The DPWH-Nueva Ecija 2nd DEO , through the GAA 2026 intends to apply the sum of Php 56,817,127.10 being the Approved Budget for the Contract (ABC) to payments under the contract for 26CF0062 Asset Preservation Program – Rehabilitation / Reconstruction / Upgrading of Damaged Paved Roads – Secondary Roads – Nueva Ecija – Aurora Road - Nueva Ecija – Aurora Rd - K0140 + 060 – K0141 + 000, K0141 + 000 – K0141 + 614, K0141 + 823.50 – K0142 + 000, K0142 + 000 – K0142 + 400. Bids received in excess of the ABC shall be automatically rejected at bid opening. The DPWH-Nueva Ecija 2nd DEO now invites bids for Rehabilitation of Paved Road. Completion of the Works is required 264 CD . Bidders should have completed, within 10 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders ( ITB) . Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. Interested bidders may obtain further information from DPWH-Nueva Ecija 2nd DEO and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00PM . A complete set of Bidding Documents may be acquired by interested bidders on June 2, 2026 – June 22, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of P 50,000.00 . It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity , provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. The DPWH-Nueva Ecija 2nd DEO will hold a Pre-Bid Conference on June 9, 2026, 10:00 A.M. at DPWH-Nueva Ecija 2nd DEO, Conference Room and/or through video conferencing via Youtube (youtube.com/@DPWHNuevaEcija2ndDEO/streams) , which shall be open to prospective bidders. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual or electronic submission at the address indicated below on or before June 22, 2026, 10:00 A.M. Late bids shall not be accepted. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 1 6 . Bid opening shall be on June 22, 2026, 10:00 A.M. at DPWH-Nueva Ecija 2nd DEO, Conference Room and/or via Youtube (youtube.com/@DPWHNuevaEcija2ndDEO/streams) . Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. The contract shall be awarded to the Lowest Calculated Responsive Bid (LCRB) in accordance with Section 61 of RA 12009 and its IRR. All prospective bidders are required to submit the following documents: a) Latest General Information Sheet (GIS) reflecting the Beneficial Ownership Information (BOI), duly received by the Securities and Exchange Commission (SEC) for corporations; and b) The Bid – Specially the technical and financial proposals shall be signed and each and every page thereof must be initialed by the authorized representative(s) of the bidder above the printed name and date. c) Prospective Bidders should be (1) registered with and classified by the Philippine Contractors Accreditation Board (PCAB) with PCAB LICENSE Category of (“B”) for (Medium “A”). In addition, Bidders must comply with the requirements of DPWH Department Order No. 110 s. 2024 on the implementation of ISO 9001:2015 Certification or its latest version as applicable for Large “A”, Medium “B” and Medium “A” Contractors in the Procurement of Infrastructure Projects of the Department. The DPWH-Nueva Ecija 2nd DEO reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
