Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The DPWH – Bulacan 3rd District Engineering Office now invites bids for the hereunder Works: Contract ID No. : 26CP0036 Contract Name : CSSP - Basic Infrastructure Program - BIP - Multi Purpose Buildings/ Facilities to Support Services - Construction of Multi-Purpose Building (Evacuation Center) Brgy. Pansumaloc, San Rafael, Bulacan, 15.014048, 120.899582 Contract Location : San Rafael, Bulacan Brief Description/ Scope of Works : Building Approved Budget for the Contract (ABC) : P49,499,266.27 Source of Funds : GAA FY 2026 Contract Duration : 180 C.D. Completion of the Works is required within 180 calendar days. Bidders should have completed, within 10 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB). 3) Bidding will be conducted through competitive bidding procedures using a nondiscretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4) Interested bidders may obtain further information from DPWH – Bulacan 3rd District Engineering Office and inspect the Bidding Documents at the address given below from 8:00 a.m. to 5:00 p.m. during weekdays. 5) A complete set of Bidding Documents may be acquired by interested bidders on June 27, 2026 - July 21, 2026, from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of P25,000.00. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10) Prospective Bidders should be (1) registered with and classified by the Philippine Contractors Accreditation Board (PCAB) with PCAB License Category of (“B”) for (Medium “A”) and have ISO 9001:2015 certification, or its latest version as applicable, for Large “A”, Medium “B”, and Medium “A” Contractors in the Procurement of Infrastructure Projects of the Department (D.O. 110 Series of 2024). All bids shall be accompanied by a Sworn Statement of No Relation, as required by Section 81 of the IRR of RA 12009, declaring that the bidder (and its board/partners/officers) is not related by consanguinity or affinity up to the third civil degree to the Head of the Procuring Entity, members of the BAC, TWG, BAC Secretariat, the head of the PMO or End-User Unit, project consultants, or procurement agent of the Procuring Entity. In addition, bidders shall submit a Disclosure of Beneficial Ownership in accordance with Sections 81 and 82 of the IRR of RA 12009 11) Contractors/applicants who` wish to participate in this bidding are encouraged to enroll in the DPWH Civil Works Application (CWA) at the DPWH Procurement Service (PrS), 5th Floor, DPWH Bldg., Bonifacio Drive, Port Area, Manila, while those already enrolled shall keep their records current and updated. The Contractor’s eligibility to bid on the project will be determined using the DPWH Contractor Profile Eligibility Process (CPEP) and subject to further post-qualification.
