Invitation to Bid for Bridge Program - Rehabilitation/ Major Repair of Permanent Bridges - Limuranin Br. (B01571LZ) along Gov. JJ Linao Rd – Contract ID No. 26CO0072 1. The DPWH – Bataan 3rd District Engineering Office, through the GAA FY 2026 intends to apply the sum of Php 14,406,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for 26CO0072 - Bridge Program - Rehabilitation/ Major Repair of Permanent Bridges - Limuranin Br. (B01571LZ) along Gov. JJ Linao Rd. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The DPWH – Bataan 3rd District Engineering Office now invites bids for the hereunder Works: Contract ID No. : 26CO0072 Contract Name : Bridge Program - Rehabilitation/ Major Repair of Permanent Bridges - Limuranin Br. (B01571LZ) along Gov. JJ Linao Rd Contract Location : Morong, Bataan Brief Description/ Scope of Works : Bridge (Concrete) Approved Budget for the Contract (ABC) : Php 14,406,000.00 Source of Funds : GAA FY 2026 Contract Duration : 119 calendar days Completion of the Works is required within 119 calendar days. Bidders should have completed, within 10 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders (ITB). 3. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4. Interested bidders may obtain further information from DPWH – Bataan 3rd District Engineering Office and inspect the Bidding Documents at the address given below from 8:00 a.m. to 5:00 p.m. during weekdays. 5. A complete set of Bidding Documents may be acquired by interested bidders on July 07 to July 28, 2026, 10:00 AM from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php 25,000.00. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6. The DPWH – Bataan 3rd District Engineering Office will hold a Pre-Bid Conference on July 16, 2026, 9:00 a.m. at Bidding Room, Procurement Unit, DPWH Bataan 3rd DEO Temporary Headquarters, DPWH – Bataan 2nd DEO Compound, Balanga City, Bataan and/or through video conferencing via Zoom (Meeting ID: 878 7580 7197 and Passcode: DpwhBat3) and livestreamed on YouTube (https://www.youtube.com/ @DPWH.Bataan3_DEO),which shall be open to prospective bidders. 7. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through (i) manual submission at the address indicated below or (ii) online or electronic submission through the electronic bidding facility of the PhilGEPS or at electronicbids_bataan3@dpwh.gov.ph on or before July 28, 2026, 10:00 am. Late bids shall not be accepted. 8. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9. Bid opening shall be on July 28, 2026, 10:00 am at Bidding Room, Procurement Unit, DPWH Bataan 3rd DEO Temporary Headquarters, DPWH – Bataan 2nd DEO Compound, Balanga City, Bataan and/or via Zoom, which shall also be livestreamed on the Procuring Entity’s official Youtube Channel (https://www.youtube.com/ @DPWH.Bataan3_DEO). Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10. Prospective bidders must be registered with and classified by the Philippine Contractors Accreditation Board (PCAB) and must possess a valid PCAB License with Category “C&D” for Size Range Small “B”. Bidders with a PCAB Size Range of Medium “A” who are participating in the procurement of projects with an Approved Budget for the Contract (ABC) of more than ₱30,000,000.00 but less than ₱150,000,000.00 shall be required to submit a valid ISO 9001:2015 Certification, or its latest applicable version, as part of their bid, in accordance with Department Order No. 110, Series of 2024 of the Department of Public Works and Highways (DPWH). Contractors/applicants who` wish to participate in this bidding are encouraged to enroll in the DPWH Civil Works Application (CWA) at the DPWH Procurement Service (PrS), 5th Floor, DPWH Bldg., Bonifacio Drive, Port Area, Manila, while those already enrolled shall keep their records current and updated. The Contractor’s eligibility to bid on the project will be determined using the DPWH Contractor Profile Eligibility Process (CPEP) and subject to further post-qualification. Information on registration can be obtained from the Procurement Service during working weekdays from 7:00 am to 4:00 pm or at the DPWH website www.dpwh.gov.ph. 11. Pursuant to ITB Clause 12.1(c), all bidders are required to fully and truthfully disclose all on-going and awarded but not yet started contracts, including contracts with the DPWH, other government agencies and private entities, by submitting a duly accomplished Statement of All Ongoing Government and Private Contracts. Failure to submit the required statement or to declare any ongoing or awarded but not yet started contract shall constitute a ground for disqualification and may result in the imposition of the appropriate sanctions. 12. In addition to the Project Requirements under ITB Clause 12.1(h), bidders shall submit, as part of their bid, the latest General Information Sheet (GIS) reflecting the Beneficial Ownership Information (BOI), duly filed with and stamped received by the Securities and Exchange Commission (SEC). This requirement shall apply only to legal entities such as corporations, partnerships, private sector organizations, foundations, and associations, in compliance with Section 82 (Declaration of Beneficial Ownership) of the Implementing Rules and Regulations (IRR) of Republic Act No. 12009. 13. The contract shall be awarded to the Lowest Calculated Responsive Bid (LCRB) in accordance with Section 61 of RA 12009 and its IRR. 14. The DPWH – Bataan 3rd District Engineering Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
