INVITATION TO BID FOR Oracle Database License and Support Subscription 1) The Department of Budget and Management (DBM)-Central Office, through the FY 2026 General Appropriations Act, intends to apply the sum of Sixten Million Three Hundred Thousand Pesos (P16,300,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the “Oracle Database License and Support Subscription”. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The DBM-Central Office now invites bids for the “Oracle Database License and Support Subscription” as specified in Sections VI (Schedule of Requirements) and VII (Technical Specifications) of the Bidding Documents. Delivery of the Goods is required as specified in Section VI (Schedule of Requirements) of the Bidding Documents. Bidders should have completed, at least within three (3) years from the date of submission and receipt of bids, i.e., August 11, 2023 to August 10, 2026, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4) Interested Bidders may obtain further information from the DBM-Central Office Bids and Awards Committee (BAC) Secretariat and inspect the Bidding Documents at the address given below from 9:00 a.m. to 4:00 p.m., Monday to Thursday, in view of the Office of the President Memorandum Circular No. 114 dated March 6, 2026.* * Directing All Government Agencies and Instrumentalities to Strictly Adopt Energy Conservation Protocols 5) A complete set of Bidding Documents may be acquired by interested Bidders on July 21, 2026, from Monday to Thursday, in view of the Office of the President Memorandum Circular No. 114 dated March 6, 2026, from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty-Five Thousand Pesos (P25,000.00). It may also be downloaded free of charge from the website of the modernized Philippine Government Electronic Procurement System (mPhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6) The DBM-Central Office will hold a Pre-Bid Conference on July 28, 2026, 10:30 a.m., at the BAC Conference Room, Ground Floor, DBM Building III, General Solano St., San Miguel, Manila, and/or through video conferencing via https://bit.ly/DBM-BAC-WaitingRoom, which shall be open to prospective Bidders. Prior to this, the DBM-BAC will likewise conduct a preliminary audio-visual presentation on the same day, July 28, 2026, 10:00 a.m., via video conferencing or webcasting, which shall be open to all prospective bidders. The presentation will discuss the bidding process, the documentary requirements to be submitted, and other matters relevant to the Project. In case of video conferencing or webcasting, the prospective bidders are advised to first log in the BAC waiting room, https://bit.ly/DBM-BAC-WaitingRoom, and wait for further advice to join the BAC meeting room, the link of which shall be provided to the prospective bidders before the start of both the preliminary audio-visual presentation and the Pre-Bid Conference. 7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below on August 11, 2026, 9:00 a.m. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9) Bid opening shall be on August 11, 2026, 9:00 a.m., at the given address below and/or via https://bit.ly/DBM-BAC-WaitingRoom. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10) The DBM-Central Office reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
