Meals and Hotel Accommodation for Contingency Planning Training

The Municipality of Gen. Mariano Alvarez, Cavite, through its Bids and Awards Committee (BAC), invites prospective suppliers to apply to bid for the following contract: Contract Name : Meals and Hotel Accommodation for Training on Enhanced LDRRM Plan Contract Location : Municipality of General Mariano Alvarez, Cavite Approved Budget for the Contract (ABC): Php 594,000.00 Source of Fund: Gen. Fund – MDRRMF & Special Trust Fund Procurement will be conducted through open competitive bidding procedures in accordance with Republic Act No. 12009, otherwise known as the "New Government Procurement Act", and its Implementing Rules and Regulations (IRR). To bid for the contract, a bidder must meet the following criteria: (a) Must be PhilGEPS-registered, with valid Mayor’s/Business Permit, and compliance with tax clearance and financial documents required under the bidding documents; and (b) Must have completed at least one (1) similar contract within the last 2 years with a value of at least 50% of the ABC. The BAC shall use non-discretionary “pass/fail” criteria in the eligibility check and preliminary examination of bids. Interested bidders who passed the eligibility check have the option to bid for the above-listed project. The bidder with the Lowest Calculated Bid (LCB) shall advance to post-qualification stage in order to finally determine the responsiveness of the technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated Responsive Bid (LCRB) who has been determined as such during the post-qualification procedure. Mariano Alvarez, Cavite, will issue hard copies of the Bidding Documents upon payment of a non-refundable fee amounting to One Thousand Pesos (Php 1,000.00), in accordance with the prescribed rates under RA 12009 and its IRR. Prospective bidders may also download the BDs from the PhilGEPS website. Bidders who download the documents must pay the required fee on or before the submission of their bids. Bids must be accompanied by a bid security in any of the acceptable forms and amounts prescribed in the Bidding Documents. Prospective bidders shall submit their duly accomplished forms as specified in the BDs in two (2) separate sealed bid envelopes to the BAC Chairman. The first envelope shall contain the technical component of the bid, including eligibility requirements. The second envelope shall contain the financial component of the bid. The contract will be awarded to the Lowest Calculated Responsive Bid (LCRB) stated in the Bidding Documents and post-qualification. The Municipal Government of Gen. Mariano Alvarez, Cavite, reserves the right to accept or reject any or all bids, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidders.
