Procurement of Engineering Consultant/ Inspection Firm for the Metro Rail Transit 7 (MRT7)

The Department of Transportation (DOTr) through the Concession Agreement with SMC Mass Rail Transit 7, Inc. (hereinafter called “Concessionaire”) intends to apply the sum of Five Hundred Sixty-Three Million Three Hundred Eighteen Thousand Six Hundred Thirty-Seven Pesos and Twelve Centavos (Php563,318,637.12) being the Approved Budget for the Contract (ABC) to payments under the contract for Procurement of Engineering Consultant/ Inspection Firm (“EC/IF”) for the Metro Rail Transit Line 7 (“MRT-7”) Project. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals. The DOTr now calls for the submission of short-listing documents for Project. Short-listing documents of interested consultants must be duly received by the BAC Secretariat on or before 10:00 AM of 07 August 2026 at Unit 62 BAC Secretariat Division, The Columbia Tower, Ortigas Avenue, Brgy. Wack-wack, Mandaluyong City . Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion. Late submission of Short-listing Documents shall not be accepted . Interested bidders may obtain further information from DOTr and inspect the Bidding Documents at the address given below from Monday to Friday, 7:00AM to 4:00PM. A complete set of Bidding Documents Part I may be acquired by interested Bidders on 30 July 2026 until 10:00 AM of 07 August 2026 from the given address below , and upon payment of the applicable fee for the Bidding Documents pursuant to the latest guidelines issued by the GPPB, in the amount of Seventy-Five Thousand Pesos (Php75,000.00) . The Bidder’s authorized representative shall present a government-issued ID and shall submit a duly signed authorization letter with a copy of a government-issued ID of the one who issued the authorization. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurem ent System (PhilGEPS) and the website of the Procuring Entity , provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. The BAC shall draw up the short-list of consultants from those who have submitted Expression of Interest, including the short-listing documents, and have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 12009, otherwise known as the “New Government Procurement Act”, and its Implementing Rules and Regulations (IRR). The short-list shall consist of a maximum of seven (7) who will be entitled to submit bids manually. The criteria and rating system for short-listing are: CRITERIA POINTS Applicable experience of the consultant (consulting firm) and associates in case of joint ventures 50 Qualification of principal and key staff of the consultant 40 Current workload relative to capacity 10 TOTAL 100 The minimum score to qualify for shortlisting shall be seventy (70) points. Bidding will be conducted through competitive selection using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of RA No. 12009. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR. The DOTr shall evaluate bids to determine the Highest Rated Bid using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS) procedure. For this purpose, the Technical and Financial Proposals shall be given weights at eighty-five percent (85%) and fifteen percent (15%) respectively, comprising a total of one hundred percent (100%). The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders. Short-Listing Documents must be received by the Procuring Entity’s BAC at the address indicated in the Request for Expression of Interest on or before the date and time indicated in the SDS . The contract shall be completed within 30 months . All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16. The certification as to the current workload relative to capacity shall be made in accordance with the Instructions to Bidders in relation to TPF 5 therein. The DOTr reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA No. 12009 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
