Invitation for Bids Date : July 31, 2026 Contract No. : 26Z00009 Employer : Department of Public Works and Highways (DPWH) Country : Republic of the Philippines JICA Loan No. : PH-P274 Project Name : Cebu-Mactan Bridge (4 th Bridge) and Coastal Road Construction Project Contract Name : Package 1, Construction of 4th Cebu-Mactan Bridge (Sta. 1+566.875 - Sta. 3+340.000), Lapu-Lapu Interchange Ramps (Ramp A - Ramp D) The Government of the Republic of Philippines has received an Official Development Assistance (ODA) Loan with Special Terms for Economic Partnership (STEP) from Japan International Cooperation Agency (JICA) towards the cost of “Cebu-Mactan Bridge (4 th Bridge) and Coastal Road Construction Project” and intends to apply part of the proceeds towards payments under the contract for Package 1, Construction of 4th Cebu-Mactan Bridge (Sta. 1+566.875 - Sta. 3+340.000), Lapu-Lapu Interchange Ramps (Ramp A - Ramp D) The Department of Public Works and Highways (DPWH) (hereinafter collectively referred to as the “Employer”) now invites sealed Bids from eligible Bidders for the construction and completion of large-scale offshore steel box girder bridges with orthotropic steel deck and large block erection and PC hollow slab bridges adjacent to the international navigation channel, and Construction of a congested urban intersection area. Detailed descriptions of Package 1. Construction of 4 th Cebu-Mactan Bridge (Sta.1+566.875 to Sta.3+340.000), 1.77 km and Lapu-Lapu Interchange Ramps (Ramp A – Ramp C), 1.06 km are shown in the Scope of Works in Part 2 of the Bidding Documents (“the Works”). This Project is Japanese STEP project through International Competitive Bidding (ICB) with Single-Stage: Two-Envelope procedure. Bidding will be conducted through procedures in accordance with the applicable Guidelines for Procurement under Japanese ODA Loans, and is open to all Bidders from eligible source countries, as defined in the Bidding Document. Payment of Bidding Documents is through cash basis. The Procurement Service (PrS) will recommend the issuance of order of payment to Finance Service and consequently the bidder shall pay the corresponding bidding documents fee for the Cashier Division. Proof of payment shall be presented to the PrS for the issuance of the bidding documents. The Bidding Documents may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of DPWH at http://www.dpwh.gov.ph. However, the bidder can only be allowed to submit its bid upon payment of the Bidding Documents not later than the deadline for submission of bids. Bids must be delivered to the address above on or before October 28, 2026 at 10:00 a.m. (Philippine time) and must be accompanied by a Bid Security in the amount of Philippine Pesos (PHP) 300,000,000 or 776,378,700 Japanese Yen (JPY) or 5,252,100 US Dollar (USD). Bids will be opened in the presence of the Bidders' representatives who choose to attend at the address below and/or through video conferencing/webcasting via zoom (Meeting ID: 865 4486 7372 and Passcode: 050165 , and live streamed on Youtube: https://www.youtube.com@DPWH.CO.Civil Works, which shall be open to all interested Bidders on October 28, 2026 , immediately after the deadline of submission of bids.
