For BAC projects having several items or lots, prospective bidders shall submit one bid form for each item or lot, and provide the pertinent details in the schedule of prices. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II of the Instructions to Bidders. The Eligibility Check/Screening as well as the Preliminary Examination of Bids shall use the non-discretionary “pass/fail” criteria. Post-qualification of the lowest calculated bid shall be conducted. All particulars relative to the Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference, Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 12009, otherwise known as the “New Government Procurement Reform Act”. The method of payment will be in cash. Bids received in excess of the ABC shall be automatically rejected at the bid opening. The DOH – CV CHD reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to the contract award, without thereby incurring any liability to the affected bidder or bidders.
