NOTICE OF NEGOTIATED PROCUREMENT FOR CONSTRUCTION OF SOLAR POWERED GREENHOUSE WITH HYDROPONICS The Department of Agriculture RFO IX , through the General Appropriations Act (GAA) 2026 intends to apply the sum of Two Million Nine Hundred Seventy Thousand Two Hundred Ninety-Seven Pesos and 03/100 (₱2,970,297.03) being the Approved Budget for the Contract (ABC) to payments under the contract for Construction of Solar Powered Greenhouse with Hydroponics at Brgy. Talisayan, Zamboanga City . Bids received in excess of the ABC shall be automatically rejected at bid opening. The Department of Agriculture RFO IX now invites bids for Construction of Solar Powered Greenhouse with Hydroponics . Completion of the Works is required for 81 calendar days . Bidders should have completed, within at least past ten (10) from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in II. Instructions to Bidders ( ITB) . Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. Interested bidders may obtain further information from Department of Agriculture RFO IX– Bids and Awards Committee Secretariat and inspect the Bidding Documents at the address given below from 08:00 AM to 05:00 PM (Monday to Friday). A complete set of Bidding Documents may be acquired by interested bidders on August 06, 2026 from the address below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (Php5,000.00). Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission, on or before August 13, 2026, 08:30am at the office address indicated below . Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 1 6 . 9) Bid opening shall be on August 13, 2026, 09:30am at DA-Conference Room, RSO IX, Zamboanga City . Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10) Prospective bidders must submit their bid manually. The implementation of electronic bid submission is suspended in Department of Agriculture RFO IX, thus bid submitted through electronic means shall not be accepted. 11) The award criterion to be adopted for this Project is the Lowest Calculated Responsive Bid (LCRB), where the considerations for the award of contract are the eligibility of the bidder, the responsiveness of its bid to technical requirements, and the lowest financial bid. 12) The Department of Agriculture RFO IX reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders. 13) On or before the conduct of Pre-bid Conference or Opening of Bids, the authorized representative of prospective bidders must present Letter of Intent from their companies and must have a valid Identification Card (Company ID or any Government-issued ID) which may be done in person or through electronic means.
