The Philippine Air Force , through the PAF Bids and Awards Committee 2 (PAFBAC2) , invites suppliers/manufacturers/distributors to bid for the hereunder project: Nomenclature/Activity: PB-PAFBAC2-093-26 Procurement of Special Medical Emergency Evacuation Device (SMEED) with NATO Stretcher and Wheeled Litter Carrier Approved Budget for the Contract: PhP 9,000,000.00 Price of Bid Documents: PhP 10,000.00 Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. Bidders should have completed, at least five (5) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. 3. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. Bidding is open to all interested Bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR. 4. Interested Bidders may obtain further information from Philippine Air Force and inspect the Bidding Documents at the address given below from 8:00AM to 5:00PM, Monday to Friday (except holiday). 5. A complete set of Bidding Documents may be acquired by interested bidders from August 7, 2026 to August 26, 2026, 8:00AM-5:00PM, Monday to Friday (except holiday), and up to 8:45AM of August 27, 2026 at PAFBAC2 Secretariat, PAF Procurement Center Bldg., Colonel Jesus Villamor Air Base, Pasay City upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB. Late payment of the fees for the acquisition of bidding documents shall not be accepted . (NOTE: Prospective bidders should bring with them the printed copy of the project/s to be bid from Philippine Government Electronic Procurement System (PhilGEPS) website which should be presented to Air Force Accounting Center for the issuance of Order of Payment. Payment for the Bidding Documents should be made at PAF Finance Center, Colonel Jesus Villamor Air Base, Pasay City) It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and Philippine Air Force, provided that Bidders shall pay the applicable fee for the Bidding Documents. 6. The Philippine Air Force will hold a Pre-Bid Conference on August 14, 2026 at 9:00AM through video conferencing via Zoom Application. Bids must be duly received by the Bids and Awards Committee ( BAC) Secretariat through manual submission on or before August 27 , 2026 at 9:15AM , Bidding Room 2, PAF Procurement Center, Colonel Jesus Villamor Air Base, Pasay City. Late bids shall not be accepted. 8. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10. The Philippine Air Force reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
