The Department of Transportation (DOTr) , through the General Appropriations Act (GAA) for FY 2026 , intends to apply the sum of Three Million Six Hundred Seventy-Nine Thousand Seven Hundred Sixty-Eight Pesos and Thirty-Six Centavos (Php 3,679,768.36) being the Approved Budget for the Contract (ABC) to payments under the contract for the Procurement of Janitorial Services for the DOTr-PRI Building located in Valenzuela City for Four (4) Months . Bids received in excess of the ABC shall be automatically rejected at bid opening. Th e DOTr-PRI now invites bids for the above Procurement Project. LOT LOCATION NO. OF JANITORS ABC (inclusive of VAT) CONTRACT DURATION One (1) Philippine Railways Institute Building, MMSP Depot Brgy. Ugong Valenzuela City (7 storey building with an approximate 16,900 sq.m. floor area) Twenty-Two (22) Janitor Three Million Six Hundred Seventy-Nine Thousand Seven Hundred Sixty-Eight Pesos and 36/100 only (Php 3,679,768.36) For the Period of Four (4) Months Deployment of Services is required within seven (7) calendar days after receipt of the Notice to Proceed (NTP) in accordance with Section VI. Schedule of Requirements. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. Interested Bidders may obtain further information from DOTr and inspect the Bidding Documents at the address given below from Monday to Friday 7:00 AM to 4:00 PM. A complete set of Bidding Documents may be acquired by interested Bidders from 08 August 2026 until 10:00 AM of 01 September 2026 from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (Php5,000.00). The DOTr shall allow the bidder to present its proof of payment for the fees in person, or through electronic means. The bidder’s authorized representative shall present a government-issued ID and shall submit a duly signed authorization letter with a copy of a government-issued ID of the one who issued the authorization. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity , provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. The DOTr will hold a Pre-Bid Conference on 17 August 2026, 10:00 AM through video conferencing via Microsoft Teams Meeting, which shall be open to prospective Bidders. The said conference can be viewed via Facebook Live at DOTr’s Facebook Page at Department of Transportation-Philippine (@DOTrPH). Interested bidders are requested to register at https://tinyurl.com/REG-PREBID-17AUG2026 to be properly acknowledged during the meeting of the BAC. Bids must be duly received by the Bids and Awards Committee ( BAC) Secretariat through manual submission at the office address indicated below on or before 10:00 AM of 01 September 2026. Late bids shall not be accepted .
