INVITATION TO BID PROCUREMENT OF RTK GNSS SURVEYING EQUIPMENT RENTAL SERVICES ITB NO. 26-08-003 The Department of Agrarian Reform (DAR) Lanao del Norte , through its Bids and Awards Committee (BAC) , intends to apply the sum of THREE MILLION ONE HUNDRED NINETY-TWO THOUSAND PESOS ONLY (PHP 3,192,000.00) , being the Approved Budget for the Contract (ABC), for the Procurement of RTK GNSS Surveying Equipment Rental Services . The procurement shall support the field surveying, validation, and related survey activities of the Department of Agrarian Reform Lanao del Norte. The required rental service shall cover six (6) units of RTK GNSS Surveying Equipment for a maximum period of seventy-six (76) days , subject to the actual field requirements and approved schedule of the Survey Team. Bids received in excess of the ABC shall be automatically rejected at bid opening. The actual dates of utilization shall be scheduled based on the approved field requirements and work schedule of the Survey Team. 1. The Bids and Awards Committee of the Department of Agrarian Reform Lanao del Norte now invites bidders for the Procurement of RTK GNSS Surveying Equipment Rental Services . The rental services shall be utilized for survey, field validation, measurement, and other related surveying activities in various areas of Lanao del Norte. The required rental service shall consist of six (6) units of RTK GNSS Surveying Equipment for a maximum period of seventy-six (76) days , equivalent to four hundred fifty-six (456) unit-days , at a maximum rate of Seven Thousand Pesos (₱7,000.00) per unit per day . The equipment shall comply with the minimum technical specifications stated in the Schedule of Requirements and Technical Specifications . The winning bidder shall provide on-call technical support throughout the rental period and shall replace any defective or malfunctioning unit within twenty-four (24) hours from receipt of notice from the Procuring Entity, subject to the terms and conditions specified in the Bidding Documents. Bidders should have completed the required services within the period specified in the Bidding Documents. The description of the eligible bidders is contained in the Bidding Documents. 2. Bidding will be conducted through open competitive bidding in accordance with Republic Act No. 12009, otherwise known as the “New Government Procurement Act,” and its 2025 Implementing Rules and Regulations (IRR) , using the applicable evaluation and award criteria prescribed therein. The Procuring Entity shall evaluate the bids based on the requirements, technical specifications, eligibility requirements, and other conditions stated in the Bidding Documents. 3. Interested bidders may obtain further information from the BAC Secretariat or the Technical Working Group (TWG) and inspect the Bidding Documents at the address given below during office hours. A complete set of Bidding Documents may be acquired by interested Bidders from August 18–30, 2026 from the address below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (₱5,000.00). It may also be downloaded free of charge from the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 4. The TWG – Survey Team , together with the BAC of the Department of Agrarian Reform Lanao del Norte , will hold a Pre-Bid Conference on August 17, 2026 at 2:00 PM at the DAR Provincial Office Conference Room, Rewind Bldg., Purok 2, Pigcarangan, Tubod, Lanao del Norte , which shall be open to prospective bidders. 5. Bids must be duly received by the BAC Secretariat through the Records Section at the address below on or before August 27, 2026, not later than 5:00 PM . All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the applicable Bidding Documents . Bid opening shall be on August 31, 2026 at 2:00 PM at the DAR Provincial Office Conference Room, Rewind Bldg., Purok 2, Pigcarangan, Tubod, Lanao del Norte . Bids will be opened in the presence of the bidder’s representatives who choose to attend at the address below. Late bids shall not be accepted. 6. The schedule may be adjusted depending on the actual conduct of survey activities and shall be coordinated with the winning bidder. 7. The Department of Agrarian Reform Lanao del Norte , through its Bids and Awards Committee , reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract in accordance with RA No. 12009 and its Implementing Rules and Regulations , without thereby incurring any liability to the affected bidder or bidders. 8. GENERAL REQUIREMENT The winning bidder shall provide six (6) units of RTK GNSS surveying equipment for a maximum rental period of seventy-six (76) days , equivalent to 456 unit-days , for use in survey and field validation activities of DAR Lanao del Norte. MINIMUM TECHNICAL SPECIFICATIONS Each RTK GNSS surveying system shall have, at a minimum, the following capabilities: 1. GNSS System Capability The equipment shall be a modern RTK GNSS surveying system capable of receiving and processing signals from multiple GNSS satellite constellations, such as: GPS; GLONASS; Galileo; BeiDou; and/or Other currently supported GNSS satellite systems. The system shall be capable of Real-Time Kinematic (RTK) positioning and suitable for cadastral, boundary, topographic, engineering, and field validation surveys. 2. Real-Time Kinematic Positioning Accuracy The RTK GNSS equipment shall provide, at minimum, the following positioning accuracy: Horizontal: ≤ 10 mm + 1 ppm Vertical: ≤ 15 mm + 1 ppm The bidder shall submit the manufacturer's technical specifications or brochure indicating the stated accuracy of the offered equipment. 3. Communication and Data Link The system shall support reliable communication and data transfer between the base and rover units and/or through available correction services. The equipment shall have appropriate communication capability for RTK corrections, including radio, cellular/mobile data, or other compatible communication technology. 4. Built-in Radio Modem Each applicable RTK GNSS system shall have a built-in radio modem with a minimum operating range of approximately 3–5 kilometers line-of-sight , subject to site conditions, frequency regulations, terrain, and manufacturer specifications. 5. Environmental Protection Each RTK GNSS receiver shall have a minimum environmental protection rating of IP67 or better , providing appropriate protection against dust and temporary immersion in water. 6. On-Call Technical Support The winning bidder shall provide on-call technical support throughout the entire rental period to address operational, technical, configuration, connectivity, and equipment-related concerns. 7. Replacement of Malfunctioning Unit In the event that any rented RTK GNSS equipment becomes defective or malfunctions during the rental period, the winning bidder shall: Provide technical assistance immediately upon notification; Diagnose and address the malfunction; and Replace the defective/malfunctioning unit with an equivalent or better unit within twenty-four (24) hours from receipt of notice, without additional cost to DAR Lanao del Norte. The replacement unit shall meet or exceed all the minimum technical specifications stated in these Technical Specifications. 8. Accessories and Necessary Components The bidder shall provide all necessary standard accessories required for the proper operation of the RTK GNSS system during the rental period, including, as applicable: GNSS antenna/receiver; Controller/data collector; Batteries and chargers; Tribrach; Poles/rods; Radio antenna; Data cables; Carrying cases; and Other necessary accessories and components. C. EQUIPMENT CONDITION All equipment delivered for rental shall be: In good working condition; Fully operational upon deployment; Free from defects that would prevent normal surveying operations; Properly maintained and calibrated, where applicable; and Ready for immediate field use upon delivery. The Procuring Entity reserves the right to inspect and verify the condition and technical compliance of the equipment before and during the rental period. D. TECHNICAL DOCUMENTATION The bidder shall submit the manufacturer's brochure, product data sheet, technical specifications, or equivalent documentation sufficient to establish compliance with the minimum technical requirements. Where applicable, the bidder shall identify the brand, model, and specific technical specifications of the RTK GNSS equipment being offered. E. RENTAL PERIOD AND DEPLOYMENT The rental period shall cover a maximum of seventy-six (76) days for six (6) units , equivalent to 456 unit-days . The actual dates of deployment and use shall be based on the approved schedule and requirements of the Survey Team. The bidder shall coordinate with the designated DAR representative regarding the deployment, return, transfer, and/or relocation of equipment as may be required during the rental period. F. PRICE INCLUSIONS The rental price shall include all costs necessary for the complete and satisfactory provision of the RTK GNSS equipment, including: Equipment rental; Standard accessories; Batteries and chargers; Technical support; Equipment replacement in case of malfunction; Transportation/delivery, where applicable; Setup/configuration assistance, where necessary; and Other incidental costs required for the successful implementation of the contract. Maximum Rental Rate: ₱7,000.00 per unit per day Quantity: 6 units Rental Period: 76 days Total Unit-Days: 456 TOTAL ABC: ₱3,192,000.00
