INVITATION TO BID FOR SUPPLY AND DELIVERY OF VARIOUS TARA, BASA! TUTORING PROGRAM ADVOCACY MATERIALS FOR CY 2026  IB No. GOP/26-DSWD-058  (PR No. 2026071112) 1) The Department of Social Welfare and Development (DSWD), through the Kapit-Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services - Kapangyarihan at Kaunlaran sa Barangay – Tara, Basa! Tutoring Program (KALAHI-CIDSS-KKB-TBTP) Fund intends to apply the sum of Seven Million Pesos (₱7,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Supply and Delivery of Various Tara, Basa! Tutoring Program Advocacy Materials for CY 2026. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The DSWD now invites bids for abovementioned procurement project. Delivery of the Goods shall be in accordance with Section VI (Schedule of Requirements). Bidders should have completed, at least five (5) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4) Interested Bidders may obtain further information from DSWD Bids and Awards Committee (BAC) Secretariat and inspect the Bidding Documents at the address given below from Monday to Friday at 8:00 a.m. to 5:00 p.m. 5) A complete set of Bidding Documents may be acquired by interested Bidders on 11 August 2026 to 01 September 2026 from the address given below and upon payment of the applicable fee for the Bidding Documents, in the amount of Ten Thousand Pesos (₱10,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 6) The DSWD will hold a Pre-Bid Conference on 20 August 2026, 09:30 a.m. at Bids and Awards Committee Conference Room, Second (2nd) Floor Mahusay Building, DSWD Central Office, IBP Road, Constitution Hills, Quezon City, which shall be open to prospective Bidders. 7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below on or before 01 September 2026, 9:00 AM. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. 9) Bid opening shall be scheduled within the day of the deadline of submission and receipt of bids, to be held at the BAC Conference Room, 2nd Floor Mahusay Building, DSWD Central Office, IBP Road, Constitution Hills, Quezon City, or subject to further confirmation from the BAC Secretariat. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10) The bidder shall submit the Notarial Certification at the time of bid submission duly accomplished by the Notary Public. The prescribed template for the Notarial Certification is provided under Section IX (Other Required Documents) of the Bidding Documents. The Notarial Certification shall be accompanied by the Certificate of Notarial Commission of the concerned Notary Public together with a copy of the specimen signature submitted before the Executive Judge. Failure to submit the Notarial Certification, including all required supporting documents, shall constitute a ground for disqualification during the opening of bids. 11) The DSWD reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
