Invitation to Bid for Procurement for the Supply and Delivery of Brass Couplings PR Nos: PR Nos. 30160-005 AND 30160-006 The Metropolitan Cebu Water District (MCWD), through the Corporate Operating Budget 2026 intends to apply the sum of Three Million, Nine Hundred Fourteen Thousand, Nine Hundred and Forty Pesos (Php3,914,940.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Procurement for the Supply and Delivery of Brass Couplings. Bids received in excess of the ABC of each item shall be automatically rejected at bid opening. Item No. P.R. (SINGLE NUT) 1,071 PIECES 3,534,300.00 60 Total: 3,914,940.00 The Metropolitan Cebu Water District (MCWD) now invites bids for Procurement for the Supply and Delivery of Brass Couplings using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of the New Government Procurement Act (NGPA), RA 12009. Delivery of the Goods is required within sixty (60) calendar days from the receipt of Notice to Proceed. Bidders should have completed, at least within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. Interested Bidders may obtain further information from MCWD and inspect the Bidding Documents at the address given below from 8:00 am to 5:00 pm. A complete set of Bidding Documents may be acquired by interested Bidders on August 11, 2026 to September 1, 2026 from the BAC Secretariat upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (Php5,000.00). [Note: For lot procurement, the maximum fee for the Bidding Documents for each lot shall be based on its ABC, in accordance with the Guidelines issued by the GPPB; provided that the total fees for the Bidding Documents of all lots shall not exceed the maximum fee prescribed in the Guidelines for the sum of the ABC of all lots.] It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. The MCWD will hold a Pre-Bid Conference on August 18, 2026 at 9:00 am at 5th floor, Office of the Board of Directors, Metropolitan Cebu Water District, Cor. Magallanes and Lapu-Lapu Streets, Cebu City, which shall be open to prospective bidders. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below, on or before September 1, 2026, 9:00 am. Late bids shall not be accepted. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. Bid opening shall be at 9:30 am on September 1, 2026 at 5th floor, Office of the Board of Directors, Metropolitan Cebu Water District, Cor. Magallanes and Lapu-Lapu Streets, Cebu City. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. The Parties agree that the Documentary Stamp Tax (DST), if applicable to this Agreement, shall be for the account of the Supplier/Contractor/Consultant, and shall be paid to the Bureau of Internal Revenue (BIR) in accordance with applicable laws and regulations. The Supplier/Contractor/Consultant shall ensure the timely filing and payment of the DST. The Supplier/Contractor/Consultant shall provide MCWD with a copy of the duly stamped and notarized agreement to which an official receipt may be submitted as proof of compliance. The Supplier/Contractor shall comply with BIR Revenue Regulation No. 017-2024 dated September 17, 2024 requiring contractors to obtain a Tax Clearance Certificate for Final Settlement of Government Contracts (TCFG) prior to final settlement of government contracts.) The MCWD reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
