Prospective bidders shall submit their duly accomplished forms as specified in the BDs in two (2) separate envelopes to be sealed in mother enveloped to the BAC Chairman. The first envelope shall contain the Eligibility & Technical component of the Bid and the second enveloped shall contain the financial components of the Bid. Contract will be awarded to the Lowest Calculated and Responsive Bid as determined in the bid evaluation and post qualification. Prior to Bid Opening, representative of bidders should present and submit to the BAC a Special Power of Attorney stating the detailed activities which he/she will perform relative to the bidding at hand. The LGU – San Miguel, Catanduanes reserves the right to accept or reject any and all bids, declare a failure of bidding, not to award the contract, or annul the bidding process without thereby incurring any liability to the affected parties and assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of their bids.
