Invitation to Construction of a Left-Side Bench for the Covered Court at the CPSU Main Campus The Central Philippines State University , through the 2025 General Appropriations Act or Special Appropriations [1] intends to apply the sum of One Million Seven Hundred Forty-One Thousand Nine Hundred Fifty-Six Pesos Only (₱1,741,956.00), being the Approved Budget for the Contract (ABC), to payments under the contract for the Construction of a Left-Side Bench for the Covered Court at the CPSU Main Campus/2026-01-026 . Bids received in excess of the ABC shall be automatically rejected at bid opening. The Central Philippines State University now invites bids for the Left-Side Bench for the Covered Court at the CPSU Main Campus . [2] Completion of the Works is required within one hundred fifty (150) calendar days . Completion of the Works is required within one hundred - fifty (150) calendar days . Bidders should have completed, within two (2) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II . Instructions to Bidders ( ITB) . Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. Interested bidders may obtain further information from Central Philippines State University and inspect the Bidding Documents at the address given below from 7:00 AM to 6:00 PM, from Monday to Thursday . A complete set of Bidding Documents may be acquired by interested bidders on August 12, 2026 , from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos Only (₱5,000.00) . It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity , provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. The Central Philippines State University will hold a Pre-Bid Conference upon written request of any prospective bidder, subject to the approval of the BAC in accordance with Section 55.1 of the Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 12009 , at the BAC Conference Room, 2nd Floor, New Administration Building (formerly Homemaker’s Home 2), CPSU Main Campus, Brgy. Camingawan, Kabankalan City, Negros Occidental and/or through video conferencing via Google Meet, which shall be open to prospective Bidders . Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the address indicated below on or before August 20, 2026, 8:00 am. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 1 6 . 9) Bid opening shall be on August 20, 2026, 8:30 am at the BAC Conference Room, 2nd Floor, New Administration Building (formerly Homemaker’s Home 2), CPSU Main Campus, Brgy. Camingawan, Kabankalan City, Negros Occidental and/or via Goggle Meet . Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. Bidders shall submit their bids through their respective duly authorized representatives using the forms specified in the Bidding Documents in two (2) separate sealed bid envelopes. The first shall contain the technical component of the bid, including the eligibility requirements under Section 52 of this IRR, and the second shall contain the financial component of the bid. These two envelopes must be enclosed in one (1) main sealed envelope. The main envelope must be properly labeled with the following: Name of the Bidder (Company Name) Title of the Procurement Project 11) The Central Philippines State University reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A.
