Request for Expression of Interest for ENGAGEMENT OF AN ADVERTISING/GRAPHIC DESIGN AGENCY FOR THE CONCEPTUALIZATION, DESIGN, CONTENT DEVELOPMENT, PRINTING, AND DELIVERY OF THE 2027 WALL CALENDAR, DESK CALENDAR, AND EXECUTIVE PLANNER OF THE DEVELOPMENT BANK OF THE PHILIPPINES Bid Reference No. C-2026-03 The Development Bank of the Philippines , through the 2026 Corporate Budget , intends to apply the sum of Thirteen Million Ten Thousand Pesos (PhP 13,010,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the above-cited bid project . Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals. The Development Bank of the Philippines now calls for the submission of short-listing documents for the engagement of an advertising/graphic design agency for the conceptualization, design, content development, printing, and delivery of 2027 DBP wall calendar, desk calendar, and executive planner using the Fit-for-Purpose procurement strategy. Short-listing documents of interested consultants must be duly received by the Bids and Awards Committee (BAC) Secretariat on the date and time indicated in the schedule below . Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion. Activity Date Venue Issuance and Availability of Bidding Documents Starting 13 August 2026 from 9:00 AM to 3:00 PM (excluding weekends and holidays) 6/F BAC Secretariat, DBP Head Office, Makati City Pre-eligibility Conference 18 August 2026 (Tuesday) 9:30 AM 6/F BAC Conference Room, DBP Head Office, Makati City Deadline for the Submission of Expression of Interest and Eligibility Documents 25 August 2026 (Tuesday) UNTIL 9:00 AM 6/F BAC Secretariat, DBP Head Office, Makati City Opening of Expression of Interest and Eligibility Documents 25 August 2026 (Tuesday) 10:15 AM 6/F BAC Conference Room, DBP Head Office, Makati City Bidders who wish to attend/participate via Zoom Meeting must coordinate with BAC Secretariat through email, at least one (1) day before the scheduled bid activity and provide their contact information (name of company, name of representative, email address, contact number) . Interested Bidders may obtain further information from the Development Bank of the Philippines and inspect the Bidding Documents at the address given from 9:00 AM to 4:30 PM . A complete set of Bidding Documents may be acquired by interested Bidders from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty-Five Thousand Pesos (PhP 25,000.00) . It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of DBP , provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. The BAC shall draw up the short-list of consultants from those who have submitted Expression of Interest, including the short-listing documents, and have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 12009, otherwise known as the “New Government Procurement Act”, and its Implementing Rules and Regulations (IRR). The short-list shall consist of maximum of five (5) prospective bidders who will meet the minimum qualifications and minimum average weighted rating of five (5) points . The criteria and rating system for short-listing are: CRITERIA WEIGHT 1 Years in business 25% 2 Number of ongoing contracts similar in nature 25% 3 Value of the Single Largest Completed Contract similar in nature 20% 4 Qualifications of key personnel Creative Director 8% Graphics Designer 7% Writer/Researcher 7% Photographer 4% Account Manager 4% TOTAL 100% Note: Please refer to FORM I-I or the Eligibility and Shortlisting Criteria for full details of the rating system. . Bidding will be conducted through competitive selection using non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. The Procuring Entity shall evaluate bids to determine the Highest Rated Bid using the Quality-Based Evaluation/Selection (QBE/QBS) procedure. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders. The summary of the criteria and rating system for the Quality-Based Evaluation/Selection are: CRITERIA WEIGHT 1 Sample/proposed designs for the 2027 wall calendar, desk calendar, and executive planner 70% 2 Qualifications of key professional staff 30% TOTAL 100% Short-Listing Documents must be received by the BAC through (i) manual submission at the office address indicated in the Request for Expression of Interest or via (ii) online submission through the electronic submission platform of DBP on or before the deadline as specified on the schedule . Late bids shall not be accepted. The contract shall be completed within sixty (60) calendar days from the approval of the final artwork . All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16. The certification as to the current workload relative to capacity shall be made in accordance with the Instructions to Bidders in relation to TPF 5 therein. Electronic bids shall only be submitted through DBP-BAC’s Microsoft OneDrive, as the official online/electronic submission platform. Bidders shall inform and coordinate with the BAC Secretariat through email on the intent to submit their bids online, at least one (1) day before the scheduled deadline for submission. Electronic bids must be password-protected. Electronic bids which are not submitted through DBP-BAC’s OneDrive and/or not password-protected shall be disqualified. Please refer to the Bid Data Sheet for the detailed guidelines and procedure for the online submission. Prospective bidders are identified as consulting firms with printing facility or a printing company with team of design consultants. If either of these requirements is not met, the bidder must enter into a joint venture to fulfill the necessary criteria. Bidders are advised to send their authorized technical and/or administrative representatives for the bid activities who will prepare the bid documents to ensure accurate compliance of bids. Bids will be opened in the presence of the bidders’ representatives who choose to attend the bid opening activities. The Development Bank of the Philippines reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of RA No. 12009 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
