2 nd Invitation to Bid for 26PL0040 – CONVERGENCE AND SPECIAL SUPPORT PROGRAM - Basic Infrastructure Program (BIP) - Access Roads and/or Bridges from the National Road/s leading to Major/ Strategic Public Buildings/ Facilities - Construction of Hostel - Malleda Local Road, Callagdao, Tabuk City, Kalinga The DPWH-Lower Kalinga District Engineering Office, through the GAA 2026 intends to apply the sum of PhP 29,700,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for 26PL0040 – CONVERGENCE AND SPECIAL SUPPORT PROGRAM - Basic Infrastructure Program (BIP) - Access Roads and/or Bridges from the National Road/s leading to Major/ Strategic Public Buildings/ Facilities - Construction of Hostel - Malleda Local Road, Callagdao, Tabuk City, Kalinga. Bids received in excess of the ABC shall be automatically rejected at bid opening. The DPWH-Lower Kalinga District Engineering Office now invites bids for Construction of 2,004.71 m length x 6.70 m width x 0.23 m thk PCCP and 215 m length reinforced concrete canal. Completion of the Works is required 110 calendar days . Bidders should have completed, within 5 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders ( ITB) . Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. Interested bidders may obtain further information from DPWH-Lower Kalinga District Engineering Office and inspect the Bidding Documents at the address given below from Mondays to Fridays at 8:00 am to 5:00 pm. A complete set of Bidding Documents may be acquired by interested bidders on August 14 – September 2, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of PhP 25,000.00. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity , provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. The DPWH-Lower Kalinga District Engineering Office will hold a Pre-Bid Conference on August 21, 2026, 10:00 AM at DPWH-Lower Kalinga District Engineering Office, Conference Hall and/or through video conferencing via https://www.youtube.com/@DPWH.LKalingaDEO , which shall be open to prospective bidders. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through ( i) manual submission at the address indicated below or (ii) online or electronic submission at electronicbids_lowerkalinga@dpwh.gov.ph on or before September 2, 2026, 10:00 A.M . Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 1 6 . 9) Bid opening shall be on September 2, 2026, 10:00 A.M at DPWH-Lower Kalinga District Engineering Office, Conference Hall and/or https://www.youtube.com/@DPWH.LKalingaDEO .
