Pimentel Ave., Daet, Camarines Norte Invitation to Bid for 26FC0057 - Asset Preservation Program Construction/Upgrading/Rehabilitation of Drainage along National Roads - Tertiary Roads - Bagong Silang-Capalonga Rd - K0330+438 - K0330+703.30, Capalonga, Camarines Norte (Re-advertisement) 1) The DPWH Camarines Norte District Engineering Office through the GAA FY 2026 intends to apply the sum of Php 7,817,450.92 being the Approved Budget for the Contract (ABC) to payments under the contract for Asset Preservation Program Construction/Upgrading/Rehabilitation of Drainage along National Roads - Tertiary Roads - Bagong Silang-Capalonga Rd - K0330+438 - K0330+703.30. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2) The DPWH CNDEO now invites bids Construction of 212.39 ln.m. concrete lined canal with 154.10 ln.m. curb and gutter on left side and Construction of 262.24 ln.m. concrete lined canal with 229.39 ln.m. curb and gutter on right side and Construction of 11.37m RCBC cross drain (S=1.25m, H=1.00m, T=0.30m) at K0330+517.32.3 Completion of the Works is required 85 calendar days upon receipt of the Notice to Proceed. Bidders should have completed, within 10 years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB). 3) Bidding will be conducted through competitive bidding procedures using a nondiscretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 4) Interested bidders may obtain further information from DPWH CNDEO and inspect the Bidding Documents at the address given below from 8AM to 5PM. 5) A complete set of Bidding Documents may be acquired by interested bidders on August 19, 2026 – September 08, 2026 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php 10,000.00. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 3 A brief description of the scope of Works should be provided, including quantities, location of project, and other information necessary to enable potential bidders to decide whether or not to respond to the invitation. 6) The DPWH CNDEO will hold a Pre-Bid Conference on August 26, 2026, 8:30 AM at Conference Room, DPWH-CNDEO Daet, Camarines Norte and/or through video conferencing via DPWH Youtube Channel @DPWH.CamNorteDEO, which shall be open to prospective bidders. 7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through (i) manual submission at the address indicated below or (ii) online or electronic submission through the electronic bidding facility of the PhilGEPS, as indicated below on or before September 08, 2026, 10:00AM. Late bids shall not be accepted. 8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9) Bid opening shall be on September 08, 2026, 10:01AM at DPWH Conference Room and/or via DPWH Youtube Channel @DPWH.CamNorteDEO. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. 10) Documentary requirements, provisions, and instructions pertaining to the implementation of CSHP in compliance with the Republic Act (RA) No. 11058 and its Implementing Rules and Regulations (IRR), are included in the project bidding documents as per D.O. No. 241 series of 2024. Prospective Bidders should be registered with and classified by the Philippine Contractors Accreditation Board (PCAB) with PCAB size range of Small B for license category C & D and allowable ranges of contract cost up to 30 Million. Bidders shall submit their General Information Sheet reflecting the Beneficial Ownership Information duly received by the Securities and Exchange Commission (SEC) for corporations and Sworn Affidavit of Eligibility and Beneficial Ownership, following the template attached for all bidders, including sole proprietorship as per Memorandum No. 097.7 DPWH dated February 24, 2026 and Section 82 of the Implementing Rules and Regulation (IRR) of Republic Act (R.A.) No. 12009 known as New Government Procurement Act (NGPA).
