INVITATION TO BID FOR THE SUPPLY AND DELIVERY OF INORGANIC FERTILIZERS The Department of Agriculture RFO IX through the General Appropriations Act (GAA) 2026 intends to apply the sum of the corresponding amounts to wit: Three Hundred Thousand Pesos (₱300,000.00) to payments under the contract for Item no. 1 –125 bags of Ammonium Phosphate One Million Two Hundred Eighty-Four Thousand Four Hundred Pesos (₱1,284,400.00) to payments under the contract for I tem no. 2 - 494 bags of Complete Fertilizer Seven Hundred Ninety-Four Thousand Seven Hundred Sixty Pesos (₱794,760.00) to payments under the contract for Item no. 3 – 358 bags of Muriate of Potash One Million Three Hundred Twenty-Four Thousand Forty Pesos (₱1,324,040.00) to payments under the contract for Item no. 4 – 419 bags of Urea (Granular) in support to the implementation of the Rice Model Farm in Region IX. Bids received in excess of the ABC shall be automatically rejected at bid opening. The Department of Agriculture RFO IX now invites bids for the above Procurement Project. Delivery of Goods is required for the 30 calendar days . Bidders should have completed, at least past ten (10) years from the date of submission and receipt of bids. A Single Largest Completed Contract (SLCC) that is similar to the procurement project to be bid, and whose value, adjusted to current prices using the Philippine Statistics Authority (PSA) consumer price indices, must be at least fifty percent (50%) of the ABC per line item. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. Interested Bidders may obtain further information from Department of Agriculture RFO IX– Bids and Awards Committee Secretariat and inspect the Bidding Documents at the address given below from 08:00 AM to 05:00 PM (Monday to Friday), except weekends and holidays. A complete set of Bidding Documents may be acquired by interested Bidders on August 20, 2026 from the address given below DA-BAC Secretariat upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of: ITEM 1 Five Hundred Pesos (Php500.00) ITEM 2 & 4 Five Thousand Pesos (Php5,000.00) ITEM 3 One Thousand Pesos (Php1,000.00) For bank transaction, you may deposit to: Account name: Department of Agriculture RFO IX - PCAF LandBank Account No.: 01920487-45 Submit a scanned copy of deposit slip to: bacda9zambo@gmail.com Email subject: Identification no. and company name The Department of Agriculture RFO-IX will hold a Pre-Bid Conference on August 27, 2026, 09:30am at DA-Conference Room, Zamboanga City and/or through video conferencing/webcasting via ZOOM with meeting ID: 625 156 4747 , which shall be open to prospective Bidders. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission on or before September 10, 2026, 08:30am at the office address indicated below . Late bids shall not be accepted. Bid opening shall be on September 10, 2026, 09:30am at DA-Conference Room, RSO IX, Zamboanga City. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity. Prospective bidders must submit their bid manually. The implementation of electronic bid submission is suspended in Department of Agriculture RFO IX, thus bid submitted through electronic means shall not be accepted. The award criterion to be adopted for this Project is the Lowest Calculated Responsive Bid (LCRB). All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1. In accordance with GPPB Circular 06-2005, the DA-RFO IX adopts the use of a non-discretionary/non-discriminatory selection criteria as tie-breaking method (e.g. draw lots; toss a coin; or any other method where the winner is determined by chance) in the event two or more of the bidders have been declared as having the LCRB. The Department of Agriculture RFO IX reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 [1] of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders. On or before the conduct of Pre-bid Conference or Opening of Bids, the authorized representative of prospective bidders must present Letter of Intent from their companies and must have a valid Identification Card (Company ID or any Government-issued ID) which may be done in person or through electronic means.
